Over the summer, the Barney Allis Redevelopment project was revived by members of City Council who passed Ordinance 200225 on Thursday, August 27. The project team has resumed efforts to move forward with the reconstruction of Barney Allis Plaza and Garage, and appreciates the continued support from residents, community members, business leaders, organizations and other stakeholders.
City Releases RFQ/P and Pre-Conference Information
On Friday, September 25, the City of Kansas City, Missouri released the Request for Qualifications/Proposals (RFQ/P) for the Barney Allis Redevelopment project through the General Services Department. The City is seeking the most qualified design and construction team to provide Design-Build (D-B) services in a two-step RFQ/P selection process.

Tentative Schedule
The timeline goals and a tentative schedule is listed below, but is subject to change.
Phase 1: Design-Build (D-B) Contractor
- November 6, 2020 – RFP/Q responses due
- November 20, 2020 – D-B team interviews
- November 23, 2020 – D-B team award
- December 18, 2020 – D-B Contract negotiations complete
Phase 2: D-B Pre-Development Services (preparation of Guaranteed Cost Proposal)
- January 4, 2021 – Initial docketing of ordinance approving pre-development services
- January 19, 2021 – Target date of notice to proceed
Phase 3 – D-B Contract Approved
