Working closely with City staff, the Barney Allis Redevelopment project team has produced the final deliverables for Ordinance 201080 passed by City Council in March 2021. Below are highlights and a longer narrative.

Status of Design and Construction

  • Schematic design and pricing complete at $112,400,000.
  • Schematic plans update presented to the KCMO Transportation, Infrastructure and Operations Committee. No action taken with further action pending financing source.

Why Invest Now?

  • Current facility is in significant disrepair, and as a result only 50 percent usable due to safety concerns.
  • Current facility is twice beyond its useful life and eventually will be 100 percent unsafe.
  • Be shovel ready for federal funds and support re-emerging hotel and convention industry.
  • Minimize disruption to hotel and convention industry.

What’s Next?

  • The City has not identified a funding source. Business and civic communities need a call to action by City administration and elected officials to identify funding.
  • It is contingent upon the City to:
    • Proceed with preparation of full construction documents.
    • Proceed with request for qualifications/proposals related to vertical development.
    • Continuously monitor the facility to avoid structural failure.

Barney Allis Redevelopment Completes Latest Phase of Work

Working closely with City staff, the Barney Allis Redevelopment project team has produced the final deliverables for Ordinance 201080 passed by City Council in March 2021. The final deliverable package includes an initial schematic design, guaranteed maximum price proposal, development schedule and total project costs.

Design Highlights
The compact Plaza space features amenities that reflect input from public outreach and stakeholder engagement:

  • Dedicated areas for small to large events, informal gatherings, green space, play space, a dog park and more.
  • Prominent locations integrate art into the physical site design, experiences, and key spaces.
  • Foundation for potential future vertical development.
  • Pavilion with public restrooms, retail and KCATA space.
  • The Garage design offers 600 parking spaces while maintaining entry and exit on the west and east sides.

A high-level budget summary details total project costs for five options ranging from $92.7 to $112.4 million. The project timeline is subject to change and depends on additional City approval and funding.

Current Garage is Crumbling
This is an opportunity to transform the crumbling Garage and decaying City asset in the heart of downtown. The current Garage continues to be a liability.

  • Move forward a major, long-overdue project supported by downtown businesses and civic groups.
  • Cost-efficient opportunity to avoid continual, expensive temporary repairs to the current Garage, which is in dire condition.
  • Be shovel ready for federal funds.
  • Prepare the site for potential affordable housing in the heart of downtown.
  • Support and the expansion of the re-emerging hotel and convention industry downtown.
  • Offer a much-needed open space for residential and business communities to make downtown a more livable area, and support recruitment and retention of the workforce.
  • Enhance tourism experience for national and international events.

The project team has presented an update at the Transportation, Infrastructure and Operations Committee, and is meeting with city council members, stakeholders, and community leaders as this phase of work wraps up.

As the City waits for federal infrastructure funds, the time is now to ignite excitement and continue the momentum to transform the Barney Allis Plaza and Auditorium Parking Garage in the heart of downtown.
